Performance on this measure improved over the course of the fiscal year, increasing from 72% and 70% in the first two reporting periods to 100% and 90% in the most recent quarters. While competing priorities and other variables outside of the department's control occasionally delayed the preparation of offer letters earlier in the fiscal year, we continued to focus on issuing all offer letters within one business day of making a verbal offer as often as practicable. Promptly issuing written offer letters helps maintain recruitment momentum, reinforces a positive candidate experience, and reduces the risk of losing qualified candidates during the hiring process.
