Human Resources continued to perform strongly on this measure during FY26, achieving 90% compliance during the first quarter and 100% compliance during the second quarter. Performance declined to 67% and 71% during the final two quarters, largely due to the significant operational demands associated with processing the majority of the approximately 225 seasonal hires during the same period. While seasonal hiring temporarily affected the Department's ability to consistently initiate reference checks within one business day, reference checks continued to be completed as promptly as practicable to support timely hiring decisions and minimize delays in the recruitment process. To improve performance during future seasonal hiring cycles, the Department plans to better integrate seasonal recruitment activities by requesting returning seasonal employee information from departments earlier in the hiring season. Although seasonal hiring will continue to place substantial demands on Human Resources operations, these process improvements are expected to help maintain stronger performance on this measure while supporting the Town's seasonal staffing needs.
